HVAC and Controls Performance Assurance Program
One of our first major state program development projects was for the State of New Mexico Public School Facilities Authority (NMPSFA). The NMPSFA is responsible for providing support for programs from the Governor and the New Mexico Legislature to develop better methods for providing high performance school facilities in all of New Mexico's communities. The PSFA engaged E/S3 for development and implementation of the first statewide HVAC and Controls Performance Assurance Program.
Working closely with the PSFA, E/S3 developed an HVAC & Controls Performance Assurance Program to ensure HVAC and controls systems installed for public school construction and renovation statewide were installed properly and met the design intent. This included creating the HVAC and Controls Performance Assurance Program Manual, HVAC and Controls Design Guidelines, and a request for proposals package for selection of performance assurance contractors.
This program has been integrated into all phases of school construction projects statewide since 2007 to provide a defined process for verification that the HVAC and control systems installed for a school facility meet PSFA standards for acceptability, are installed and operating properly, and fulfill the functional and performance requirements of the design intent.
After the program had been in effect for the initial five-years the PSFA again engaged E/S3 to perform a comprehensive program review and update. Publication of an updated Program Manual and Design Guidelines was an integral part of this effort. In addition to authoring the Program Manual providing a complete description of the program and the required processes, E/S3 developed design guidelines for HVAC and control systems, a scope of work related to the program for architects and engineers, scope of work for the performance assurance providers, model specifications, construction checklists for HVAC equipment and controls systems, maintenance requirements to help assure that the design performance continues to be achieved, and the Request for Proposals to select performance assurance contractors to provide services statewide.
