We believe our ability to fully represent the interests of our owner clients requires independence from energy service companies and other energy-related firms, engineering design firms, equipment manufacturers and suppliers, construction contractors, and mechanical service companies. In addition, we have no family members employed by these types of firms.
To ensure there is no conflict of interest, E/S3 is not affiliated with any industry groups that promote a particular way to implement projects. This leaves us free to work on your behalf without the pressure to endorse a particular contracting method. |

Energy Performance Contract Support Our multi-year contract with the State of Louisiana to provide independent third-party Measurement and Verification (M&V) review services to the Department of Corrections for an Energy Saving Performance Contract has been renewed through 2024. We continue to review of the contractor's Quarterly and Annual Savings Reports on a $29 million dollar project encompassing six facilities. This work includes careful evaluation of the contractor's M&V methodology, calculations and proposed adjustments to ensure they are appropriate, based on sound data, and calculated properly. E/S3 provides detailed reports to the Department including recommendations to minimize negative impacts on the cash flow used for repayment of the project's financing resulting from savings adjustments proposed by the contractor. State Energy Program Energy Assessments for Grant Programs The E/S3 Team is under contract with the Wyoming State Energy Office to provide ASHRAE Level 2 Energy Assessments associated with applications for State Energy Program Grants and other services to help local governments, K-12 school districts and small business owners improve energy efficiency in buildings throughout Wyoming. Level 2 Assessments have recently been completed for three county agencies, two cities, one K-12 school district and two small businesses. State of New Mexico
Energy Performance Contract and Clean Energy Revenue Bond Project Third-Party Review We were awarded a multi-year contract with the State of New Mexico, Energy, Minerals and Natural Resources Department, to provide third-party review and commissioning oversight for public facility owners statewide on Energy Performance Contract and Clean Energy Revenue Bond projects developed by contractors. Services include energy audit and proposal technical review, project oversight, review of commissioning plans and results, and evaluation of savings measurement and verification efforts. Current projects under this contract include the Doña Ana County Detention Center in Las Cruces, the City of Santa Fe, Santa Fe County, and Santa Fe Community College. City of Cheyenne, Wyoming
Energy Program Consultant The City of Cheyenne is our longest continuous client and we take the excellent relationship we have enjoyed very seriously. Our work with the City began in 2007, providing support for energy performance contract projects Since that time, we have worked with the City to develop an energy efficiency upgrade program in City facilities, implement and manage energy projects, obtain grant funds and validate results. We are presently working to support the City with a multi-year phased energy efficient LED lighting upgrade program in City buildings and have assisted in obtaining grants to help fund several projects. |
